This gets the radio working, but you need a frequency to tune to. Finding The Frequency For this you need to get the hammer from a body in the basement, then use it to pry the nails off the boarded-up room on the lower levels. (Take a right turn at the bottom of the staircase.) Inside you’ll find a body with a note beside it. The note should have the frequency on it. Made note of the number and head back to the radio. Once there, interact with the radio and tune it to the frequency. Getting The Padlock Code The voice on the radio should tell you a new three-digit code. Make a note of it as best you can, it’s not always very clear. Head back downstairs to the locked gate and enter the code. Experiment with similar-sounding numbers if it doesn’t work out the first time. Once it’s right the door should swing open. You can go in, hit the lever, and open up the cells.
